About the Project
The RUSERA-EXE project is based on the achievements and results of the RUSERA Project (INCO-CT-2004-502262) which was successfully completed on the 30th of April 2004 (www.rusera.tpu.ru).
The objective of RUSERA-EXE is to increase the quantity and quality of cooperation between Russian and EU researchers by creating long lasting "researcher-to-researcher" RTD partnerships. The project will focus on the 5 most promising and advanced RUSERA FP6 Regional Information Nodes (RINs) (Tomsk, Krasnoyarsk, St.Petersburg, Uljanovsk, Ulan-Ude) who actually will cover the whole territory of the existing RUSERA Network.
The objective of RUSERA-EXE is to increase cooperation between Russian and EU researchers. The project will focus on EU-RU long lasting “researcher-to-researcher” cooperation. This type of cooperation is well-known as the strongest, most targeted and stable one.
“Long lasting cooperation” is meant in this project as the contact between two researchers or research groups (one from the Russian side and another from the European side) that is to be established, being developed and finally resulting in
- joint project proposals submitted within FP or
- joint papers published in scientific magazines or
- joint presentations made at conferences/workshops/ seminars, etc. or
- joint project proposals submitted within national EU research programmes or
- joint SME established or
- organising and holding joint thematic workshops/seminars and alike or
- joint patents, licensees, author's certificates, etc.
This objective will be achieved by:
- Establishment of long lasting partnership between researchers in Russian Regions and EU member states on the level of RTD teams taking advantage of the successful RUSERA project and the still existing RUSERA network;
Actually these 5 RINs cover all the territory of the existing RUSERA Network with the assistance of other RUSERA RINs.
- Creation of long lasting RTD partnership by bilateral working visits of Russian and European researchers to Russian and EU host organisations (universities, research organisation, Academy of Sciences, etc.);
- Specialized training workshops/seminars for RUSERA RINs, scientists and research managers;
- Bilateral working visits of Russian and EU researchers selected;
- Elaboration of new method of cooperation: classification of cultural (social, business, mentatility, etc.) differences and methodology to overcome these cooperation obstacles based on practical experiences of ENRIN, RUSERA, INTAS-ININ and SITE projects; developing new methodology of RTD cooperation between Russia and EU; implementation of new methodology;
- Creation of Handbook for research managers;
- Inclusion of more partners from Russian regions in projects submitted under FP7 by EU Member States Coordinators;
- Raising awareness in Russian regions about the possibilities of participation in FP7;
- Promotion of the research potential of Russian regions among EU Member States scientific community;
- Improvement of advisory and practical skills of Russian RINs - FP multipliers;
- Improvement of the skills of potential Russian coordinators to write a successful proposal and to manage it appropriately;
- Stimulation of the EU scientific community to cooperate with Russian researchers in the regions;
- Continuous advice to RUSERA RINs, scientists and research managers by AEER/TPU, FFG/EIP.
